The Framework

What is PDAM?

The Personal Development Assessment Model — an evidence-driven methodology for measurable holistic growth, built for organisations working with young people with SEND.

Origin & Purpose

Built from real experience. Designed for real impact.

PDAM was developed by an experienced school leader and SENCo who repeatedly struggled to produce tangible evidence against SEMH and Communication & Interaction progress within EHCP outcomes. The approach was anecdotal — and the sector needed something better.

The answer was a structured framework that gives practitioners a genuine, evidence-based understanding of those in their care — and gives young people a meaningful, progressive journey of growth and self-discovery.

Through evidence-based assessment of competency across five personal development domains, PDAM ensures practitioners can appropriately challenge every individual — making every interaction an intervention, and every intervention meaningful.

Our Mission

"To support educators with an approach and tool to ensure every disadvantaged young person can embark on a journey of holistic growth — allowing them to improve their understanding of self and prepare to face the world."

Framework Intent

PDAM shapes and informs interactions and provision planned for young people — bringing structure and focus to developing softer skills and strengthening character.

Through this focus on character and personal development, individuals become more equipped to face the challenges of society — so they can thrive in their communities and make significant, positive contributions.

Core Principles

Six principles that make PDAM work

Evidence-based assessment
Every assessment is grounded in observable, structured evidence — not anecdote. Practitioners gain a genuine, tangible understanding of each individual's competency across five domains.
Progressive competency mapping
Structured targets build progressively toward EHCP outcomes — so progress is visible, measurable, and meaningful at every stage of the journey.
Practitioner-led design
Developed by experienced school leaders and SENCos who lived the challenge — so the framework works in the real world of busy, complex provision settings.
EHCP and statutory alignment
Every target, review, and evidence record is structured around EHCP outcomes — making annual reviews meaningful, accurate, and straightforward to produce.
Ofsted and compliance ready
Designed to align with Ofsted's personal development judgement and the SEND Code of Practice — giving leaders the evidence they need to demonstrate quality provision.
Holistic by design
Five personal development domains ensure the whole person is supported — not just academic outcomes. PDAM develops the character, resilience, and social capability that enables long-term success.
